EU Targets Social Media’s “Addictive Design”
The European Commission is preparing to launch one of the world’s most ambitious crackdowns on social media platforms after Commission President Ursula von der Leyen announced sweeping plans to regulate what she described as “addictive and harmful design practices” used by major technology companies. The proposed Digital Fairness Act (DFA), expected to be formally introduced in late 2026, aims to reshape how platforms such as TikTok, Meta, and X design their apps, especially for children and teenagers.
The initiative reflects growing concern across Europe that modern social media platforms are deliberately engineered to maximize screen time, exploit psychological vulnerabilities, and create compulsive online behavior among young users.
What the Digital Fairness Act Will Target
According to the European Commission, scientific studies have identified dozens of interface mechanisms that encourage addictive behavior. Platforms like TikTok and Instagram reportedly contain at least 40 features designed to prolong user engagement.

Infinite Scrolling and Autoplay
One major focus is infinite scrolling, which removes natural stopping points and encourages users to continue consuming content endlessly. Under the proposed framework, platforms may be required to include default time-limit warnings or disable endless scrolling by default.
Autoplay functions—which automatically begin playing the next video or reel—could also face restrictions, forcing users to actively opt in rather than being passively drawn into continuous viewing.
Push Notifications and “Dark Patterns”
The EU also plans to regulate aggressive push notifications that create urgency, anxiety, or fear of missing out (FOMO). Strict limits may be imposed on how frequently platforms can send engagement-driven alerts.
Another major target is so-called “dark patterns,” deceptive interface designs that manipulate users into making choices they might not otherwise make. These could include misleading buttons, confusing consent systems, or intentionally addictive recommendation systems.
AI-Driven Personalization
The DFA would place tighter controls on AI algorithms that personalize feeds based on behavioural profiling. European regulators argue that such systems can exploit emotional vulnerabilities, particularly among children and teenagers.
TikTok Already Facing Regulatory Pressure
The new proposals follow a preliminary finding by the European Commission earlier this year that TikTok may have violated the Digital Services Act through addictive platform design targeting minors.
The case is considered groundbreaking because it focuses not on harmful content itself, but on the architecture of the platform and the behavioural techniques used to retain users.
If confirmed, the ruling could become the first major legal precedent globally against addictive interface design.
Europe Pushes Tougher Age Restrictions
Von der Leyen also confirmed that the EU’s digital age-verification application is nearly ready for rollout across member states.
Current proposals under discussion include:

· Mandatory parental consent for users aged 13 to 16
· A complete ban on social media access for children under 13
European lawmakers are studying models already introduced in countries like Australia, where stricter social media restrictions for minors have gained political momentum.

Companies may face heavy fines, mandatory redesigns of platform interfaces, and tighter compliance requirements under the EU’s expanding digital regulatory framework, which already includes the Digital Services Act and the AI Act.
Analysts believe Europe is once again attempting to position itself as the global leader in technology regulation, particularly in areas involving consumer protection and child safety.
