Odisha is stepping up its efforts to attract aluminium downstream industries to Angul, presenting the Angul Aluminium Park as an integrated manufacturing ecosystem built around assured raw-material supply, industrial infrastructure and investment facilitation. The pitch gained momentum at a Kolkata investor roadshow on September 28, where NALCO, IDCO and ASSOCHAM brought together more than 250 representatives to explore opportunities in value-added aluminium manufacturing.
Odisha’s Aluminium Strength and Angul’s Strategic Role
Odisha has emerged as a major centre of India’s aluminium industry, with NALCO anchoring a complete value chain through bauxite mining, alumina refining and aluminium production. Its Angul complex includes a 4.6-lakh-tonne-per-year smelter, making the district an important base for further industrial development.
The park combines industrial land with roads, reliable power and water, testing and R&D facilities, training infrastructure and access to NALCO’s aluminium production base.
Molten Metal Advantage Can Lower Manufacturing Costs
One of the park’s most distinctive propositions is its molten-metal corridor. NALCO has committed to supply 50,000 tonnes of hot metal annually at a discounted rate to downstream units located within the park.
Direct access to molten aluminium can potentially reduce costs and energy consumption associated with solidifying, transporting and subsequently remelting the metal. This creates a closer connection between primary production and the manufacture of higher-value products.
The park is being positioned for industries such as:

· Packaging and battery foils
· Conductors and cables
· Automotive components
· Castings and engineering products
· Aluminium recycling and ancillary manufacturing
Investment Benefits Beyond Primary Aluminium
The Kolkata roadshow highlighted the opportunity to build a stronger domestic downstream value chain. Union Coal and Mines Minister G Kishan Reddy said India imports nearly $4 billion worth of high-finish aluminium products, underlining the potential for greater domestic value addition.
The model could also create opportunities for MSMEs, enabling larger manufacturers to develop local supplier networks while generating skilled employment and supporting related engineering and service businesses.
Odisha’s Opportunity to Capture More Value
For Odisha, the significance extends beyond attracting individual factories. The state already possesses substantial strength in primary aluminium; the strategic challenge is to capture a larger share of the value generated after the metal leaves the smelter.
By clustering downstream industries around NALCO, Angul can potentially develop a deeper manufacturing ecosystem serving transport, electrical equipment, construction, packaging, renewable energy and emerging industries. The approach also aligns with the national emphasis on technology, indigenous R&D and high-value manufacturing.
From Aluminium Producer to Value-Added Manufacturing Powerhouse
The Angul Aluminium Park represents an attempt to transform Odisha’s resource advantage into a broader industrial advantage. Its real measure of success will be the scale of downstream investment, jobs, technology and value addition ultimately created around the park. If the raw-material advantage, molten-metal supply, infrastructure and policy support translate into sustained industrial participation, Angul could become an important manufacturing node in India’s aluminium value chain—helping Odisha move decisively from producing aluminium to producing more of what aluminium makes possible.
