Skilling the Nation for a Developed India
Prime Minister Narendra Modi’s vision of ‘Viksit Bharat by 2047’—a fully developed, self-reliant, and globally competitive India—rests on a powerful foundation: a future-ready, skilled workforce. As the nation aspires to lead in manufacturing, innovation, and digital transformation, investing in education, skill development, and technical training becomes non-negotiable. Taking a decisive step in that direction, the Union Cabinet has approved a Rs. 60,000 crore National Scheme to revamp Industrial Training Institutes (ITIs) and establish five National Centres of Excellence (NCOEs) for skilling.
This landmark initiative aims not only to modernize vocational training infrastructure but also to bridge India’s skill gap, making young Indians employable in emerging sectors and transforming vocational education from an overlooked alternative to a desirable first choice.
Transforming ITIs: From Obsolete to Aspirational
The newly approved scheme will upgrade 1,000 government ITIs through a hub-and-spoke model that integrates them with industry needs. These revamped ITIs will function as aspirational institutions, government-owned but industry-managed, offering training aligned with modern, capital-intensive trades such as electric vehicles, robotics, electronics, and renewable energy.
Key features include:
- Modern infrastructure upgrades tailored to industry demands
- Flexible curriculum models driven by current market needs
- Increased private sector participation through industry partnerships
- Decentralized funding with Rs. 30,000 crores from the Centre, Rs. 20,000 crores from States, and Rs. 10,000 crores from the private sector
- Half of the central funding will be supported by the Asian Development Bank and the World Bank, underscoring the global confidence in India’s skilling vision.
Building Centres of Excellence: The New Skill Capitals
Five National Skill Training Institutes (NSTIs) in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana will be transformed into National Centres of Excellence. These NCOEs will serve as the apex institutions for trainer development, innovation in skill curricula, and specialized high-end training.
By equipping over 50,000 trainers with pre-service and in-service programs, the scheme ensures that quality teaching matches the ambition of quality infrastructure. These centers will anchor regional skilling ecosystems and offer cutting-edge vocational education with direct input from industry leaders.
Addressing Critical Gaps: Employability, Infrastructure & Perception
India’s skilling ecosystem, while vast, has long struggled with inadequate infrastructure, outdated courses, and low employability. This scheme directly addresses those weaknesses:
- Upgraded infrastructure tailored for next-gen skills
- New-age trade offerings driven by employer demand
- Trainer capacity building to standardize excellence
- Special Purpose Vehicle (SPV) model for industry governance and curriculum oversight
Importantly, the scheme aims to redefine the perception of vocational education in India. Long viewed as a fallback, ITIs are now being positioned as first-choice destinations for students looking to build future-ready careers.
Over 20 lakh youth will benefit from industry-aligned training under this program in the next five years—many of whom will contribute to high-growth sectors like EV manufacturing, clean tech, and advanced manufacturing.

This initiative marks a major turning point in India’s journey toward becoming a developed nation. It does not merely modernize existing institutions; it reshapes the national mindset toward skills and jobs. With over 14,600 ITIs already functioning and 14.4 lakh students currently enrolled, the groundwork is in place. What this scheme brings is a multiplier effect—infusing energy, direction, and relevance into India’s skilling strategy.
