Ministry of Road Transport and Highways (MoRTH) has formulated a Scheme for Implementation of “Development, Customization, Deployment and Management of State-wise vehicle tracking platform for Safety & Enforcement as per AIS 140 Specifications”, in States/UTs under Nirbhaya Framework. Scheme guidelines were issued on 15th January 2020. Under this Scheme, States/UTs will set up Monitoring Centre (Command and Control Centre or backend system) in compliance with AIS-140 Standards. China draws up over 20 proposals to boost birth rates to combat shrinking population

Concerned by China’s shrinking population, political advisors to the government have come up with more than 20 recommendations to boost birth rates. China dug itself into a demographic hole largely through its one-child policy imposed between 1980 and 2015. Authorities raised the limit to three in 2021. The proposals include subsidies for families raising their first child, expanding free public education & improving access to fertility treatments. The Russian Ministry of Defence plans to replenish its troops by recruiting 400,000 contract soldiers in 2023. The Russian military is in particular looking for new recruits in specialized vocations, like artillery or armour operators. Russia declared a “partial mobilization” of 300,000 reservists in September to replenish forces being depleted by its invasion of Ukraine. Russian contract soldiers are typically volunteers who sign up for a three-year paid stint in the army. They numbered around 400,000 before Moscow invaded Ukraine. China will fully reopen its borders and allow tourists back into the country after three years of pandemic restrictions.  China’s embassies abroad will resume issuing various categories of visas to foreigners from March 15, 2023 Chinese visas that were issued before March 28, 2020 and remain within the valid period will be reactivated.
