The Ministry of Home Affairs (MHA) has upgraded the security cover of Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat from ‘Z+’ armed protection to the Advanced Security Liaison (ASL) protocol, placing his security on the same level as that of Home Minister Amit Shah. This upgrade, which includes enhanced security measures provided by Central Industrial Security Force (CISF) personnel, was implemented following a fresh threat analysis report submitted to the MHA by the Intelligence Bureau.

Enhanced Security After New Threat Analysis

The decision to elevate Bhagwat’s security was based on a threat analysis report received on August 16, which identified increased risks, especially in states governed by non-BJP parties. According to officials, Bhagwat was previously subjected to ASL protocol only during visits to specific sensitive locations, but recent intelligence reports highlighted new vulnerabilities. These reports pointed to threats from various organisations, including radical Islamist groups, which necessitated the heightened security measures.

ASL Protocol Explained

Under the ASL protocol, the protectee’s security is meticulously coordinated between local agencies, including district administrations, police, and health departments. Helicopter travel is restricted to specially designed aircraft adhering to stringent security protocols, including thorough anti-sabotage checks and the implementation of multi-layered security rings.

All states and Union Territories have been informed of this security upgrade, ensuring comprehensive measures are in place to safeguard the RSS chief during his travels and public appearances.

Current Security Cover and Personnel Involvement

Mohan Bhagwat is among the 10 individuals who currently receive ‘Z+’ armed security cover from CISF personnel. The ASL protocol intensifies this protection, requiring more sophisticated coordination and heightened alertness to ensure his safety. With a total of 200 protectees covered by CISF personnel, the RSS chief’s upgraded security highlights the government’s response to evolving threats and the importance of preemptive safety measures for key public figures.

This upgrade reflects the government’s commitment to maintaining the safety of prominent leaders, especially amid changing security landscapes and emerging threats.
