Pakistan has long relied on international financial assistance, particularly from institutions like the World Bank and bilateral donors such as the United States, to sustain its economy and fund critical development projects. However, the country now faces a significant challenge as the US has temporarily suspended its foreign aid to Pakistan for re-evaluation following an executive order issued by President Donald Trump. This decision has led to the immediate halt of several key projects, exacerbating Pakistan’s financial struggles and raising concerns about the nation’s economic future.

Impact of the US Aid Suspension

According to reports, the suspension of US assistance has affected multiple USAID projects, including the Ambassadors Fund for Cultural Preservation (AFCP), which supports the protection of historic buildings, archaeological sites, and traditional cultural practices in Pakistan.

The decision has also led to the discontinuation of five major energy-related projects:

  • Power Sector Improvement Activity
  • Pakistan Private Sector Energy Activity
  • Energy Sector Advisory Services Project
  • Clean Energy Loan Portfolio Guarantee Program
  • Pakistan Climate Financing Activity

In addition, four economic growth-related programs have been affected, including the Social Protection Activity, which was initially scheduled to run until 2025. Sectors such as health, agriculture, livelihood and food security, flood relief, climate initiatives, and education have also suffered setbacks. Moreover, funds allocated for democracy, human rights, and governance have been directly impacted by Trump’s executive order.

Financial Crisis and Foreign Dependency

Pakistan’s economy has been under immense pressure, with mounting external debt, inflation, and declining foreign reserves. The country has repeatedly turned to the International Monetary Fund (IMF) and the World Bank for bailout packages. With the US playing a crucial role in global financial institutions, the withdrawal of direct assistance raises concerns about future funding from these organizations.

The exact financial impact of the aid suspension remains unclear, as Pakistani officials have yet to confirm the total value of the affected projects. However, fears persist that many of these programs could be permanently shelved or significantly reduced, worsening Pakistan’s economic plight.

US Secretary of State Marco Rubio justified the move by stating, “Every dollar we spend, every program we fund, and every policy we pursue must be justified with the answer to three simple questions: Does it make America safer? Does it make America stronger? Does it make America more prosperous?”
