JSW’s Odisha Expansion Strengthens Industry, Jobs and Infrastructure

In a significant boost to Odisha’s industrial growth, JSW Utkal Steel has signed a concession agreement with the Odisha Government to develop a captive jetty at Jatadhar Muhan in Jagatsinghpur district. The project comes as part of the JSW Group’s broader expansion strategy in the state and marks another milestone in Odisha’s emergence as a leading manufacturing and logistics hub. More than just a port infrastructure project, the captive jetty is expected to strengthen the steel value chain, improve cargo movement, generate employment and accelerate the state’s long-term economic development.

A Strategic Addition to Odisha’s Industrial Landscape

The captive jetty will be developed through JSW Infrastructure’s wholly owned subsidiary, JSW Jatadhar Marine Services, under a Build-Own-Operate-Share-Transfer (BOOST) model. While the steel manufacturing operations will remain under JSW Utkal Steel, the logistics infrastructure will be managed by the specialised marine subsidiary, ensuring efficient execution and operations.

The development of dedicated port infrastructure is critical for large steel projects that depend on uninterrupted imports of raw materials such as coking coal and iron ore while simultaneously handling large volumes of finished steel exports. By reducing dependence on third-party ports, the captive jetty is expected to lower logistics costs, improve turnaround time and enhance supply-chain efficiency.

Driving JSW’s Larger Odisha Vision

The jetty project forms part of JSW Group’s ambitious industrial roadmap for Odisha. The company, in partnership with South Korea’s POSCO, has proposed setting up a 6-million-tonne-per-annum greenfield integrated steel plant through a 50:50 joint venture, with an estimated investment of ₹35,000 crore by 2031.

The proposed project, to be developed through Saffron Resources, will utilise nearly 887 acres of land already available in Odisha. Together, the steel plant, captive jetty and supporting infrastructure represent a comprehensive industrial ecosystem rather than isolated investments.

This integrated approach demonstrates JSW’s long-term commitment to establishing Odisha as one of its major manufacturing bases while creating a seamless network connecting production, logistics and exports.

Employment and Economic Opportunities

The expansion is expected to create substantial employment opportunities for Odisha’s youth during both the construction and operational phases. Thousands of direct jobs are likely to emerge across engineering, manufacturing, port operations, logistics, maintenance and administrative services.

Beyond direct employment, the project is expected to stimulate indirect jobs in transportation, warehousing, construction, hospitality, small businesses and ancillary industries. Local enterprises supplying goods and services to the steel and logistics ecosystem are also likely to benefit.

The investment will further strengthen Odisha’s industrial economy by attracting additional domestic and foreign investments, increasing exports, enhancing state revenues and improving regional infrastructure. Better road and port connectivity will also encourage industrial development in surrounding districts.

Odisha already possesses abundant mineral resources and has emerged as one of India's leading steel-producing states. The addition of modern logistics infrastructure will reinforce its competitive advantage by reducing supply-chain bottlenecks and supporting faster industrial growth.

The restructuring of the jetty project through a specialised infrastructure subsidiary also reflects evolving corporate practices aimed at improving project management, financing and operational efficiency while retaining strategic integration within the JSW Group.

A New Chapter in Odisha’s Industrial Growth

The captive jetty at Jatadhar Muhan represents far more than a logistics project. Together with the proposed integrated steel plant, it lays the foundation for a vertically integrated industrial ecosystem capable of transforming Odisha into a global manufacturing and export hub. If implemented on schedule, the initiative will not only strengthen India's steel sector but also create sustainable employment, improve infrastructure and generate long-term economic prosperity for Odisha, making industrial growth more inclusive and future-ready.
