Mangaluru Oil Reserve Bolsters India’s Energy Security Strategy

ONGC has approved the development of a 1.75 million metric tonne (MMT) Strategic Petroleum Reserve (SPR) at Mangaluru, marking a significant step in India’s efforts to reinforce its energy security after the recent disruption in the Strait of Hormuz exposed the fragility of global oil supply chains. The decision reflects a strategic recognition that energy security is no longer merely an economic imperative but a national security priority. By expanding emergency crude storage capacity through an innovative financing and operational model, India aims to strengthen its resilience against future geopolitical shocks while reducing the fiscal burden of building strategic reserves.

Hormuz Disruption Reinforces the Need for Energy Resilience

The temporary disruption in the Strait of Hormuz served as a stark reminder of India's dependence on vulnerable global energy routes. Nearly one-fifth of the world's crude oil passes through this narrow maritime chokepoint, making any instability in the region a direct threat to oil-importing economies. For India, which imports more than 85 per cent of its crude oil requirements, even short-lived disruptions can trigger supply shortages, increase import costs and fuel inflationary pressures. The latest crisis has reinforced the urgency of building stronger domestic buffers to safeguard energy availability during periods of international uncertainty.

Expanding Strategic Storage Through an Innovative Model

India currently operates three strategic petroleum reserves at Visakhapatnam (1.33 MMT), Mangaluru (1.5 MMT) and Padur (2.5 MMT), providing a combined storage capacity of approximately 5.33 MMT—equivalent to about 9.5 days of crude oil consumption based on 2019-20 demand levels. The addition of the new 1.75 MMT cavern at Mangaluru will expand this capacity by nearly one-third, significantly improving India's emergency preparedness against prolonged supply disruptions.

The project also introduces an important institutional shift. Instead of relying entirely on government-funded development through Indian Strategic Petroleum Reserves Ltd. (ISPRL), the new reserve will be financed and developed by ONGC using its own balance sheet, with an estimated investment of around ₹15,000 crore, covering both construction and the initial crude fill. This approach reduces the immediate fiscal burden while accelerating implementation.

Strategic Advantages and Governance Challenges

Mangaluru already hosts a well-developed energy ecosystem, including MRPL's 300,000 barrels-per-day refinery and an existing strategic cavern operating under a mixed strategic-commercial arrangement, with storage leased partly to MRPL and partly to ADNOC. Replicating this blended model allows commercial utilisation during normal periods while ensuring government access during emergencies, thereby improving asset utilisation and generating revenue.

Operationally, the expanded reserve enhances supply redundancy near a major refining hub, enabling faster conversion of stored crude into refined fuels during crises. Geopolitically, greater domestic storage strengthens India's negotiating position by reducing dependence on vulnerable shipping routes and providing valuable time to diversify imports from suppliers such as Russia, the United States, Brazil and West Africa.

However, the mixed strategic-commercial model demands strong governance. Leasing agreements must contain enforceable provisions guaranteeing immediate strategic access during emergencies. Likewise, financing through ONGC requires transparent cost-recovery mechanisms and clear government oversight to balance commercial viability with national security objectives.

Building a Stronger Energy Security Architecture

The new Mangaluru strategic petroleum reserve represents a timely and forward-looking investment in India's long-term energy security. By combining expanded storage capacity with innovative financing and commercial participation, the project offers a practical response to growing geopolitical uncertainties. Its ultimate success, however, will depend on transparent governance, clearly defined emergency protocols and sustained efforts to diversify crude sourcing and shipping routes. Together, these measures can significantly strengthen India's resilience against future global energy disruptions while ensuring greater stability for its economy.
