A New Digital Growth Narrative
Uttar Pradesh is preparing to emerge as one of India’s most influential digital infrastructure destinations with a bold target of adding 2 GW of data center capacity by 2030. The state government is simultaneously drafting a new investor-friendly data center policy aimed at attracting global technology firms, hyperscalers, and AI-driven enterprises. The move reflects a larger transition in India’s economic priorities, where digital infrastructure is becoming as critical as roads, airports, and industrial corridors. By combining policy support, sustainability goals, and AI-focused incentives, Uttar Pradesh is positioning itself at the center of India’s next technology wave.
Strong Investment Momentum and Expanding Capacity
The state has already approved investment proposals worth more than ₹21,342 crore for data center development, signaling growing confidence among domestic and international investors. Work is currently underway on 644 MW of capacity, while seven projects have already become operational. These achievements are particularly significant because the state’s original target of 250 MW under the 2021 policy was achieved within the first year itself, prompting the government to revise its ambition upward to 900 MW and expand the number of approved data center parks from three to eight.
Among the most notable developments is the agreement with AM Green Group to establish a 1 GW data center facility in Greater Noida. Estimated at nearly $25 billion, the project ranks among India’s largest data center investments. The facility is expected to run entirely on carbon-free energy generated through solar, wind, and pumped storage systems. The first phase is expected to become operational by 2028, while full capacity is targeted for 2030.
What the Chief Minister Says
Chief Minister Yogi Adityanath has described data, artificial intelligence, and digital infrastructure as the “key pillars of the future economy.” His remarks underline the state government’s attempt to move beyond conventional industrial growth toward high-value technology infrastructure. The Chief Minister has also stressed that the upcoming policy will be more competitive and investor-friendly than previous frameworks, ensuring faster clearances, stronger incentives, and easier business operations for technology companies.
AI and Green Infrastructure at the Core
A major feature of the proposed policy is the introduction of special incentives for AI-based computing and green data centers. This approach aligns with global trends, as AI-driven workloads are expected to account for more than half of total data center demand by 2030. Since AI infrastructure consumes enormous amounts of energy, sustainability has become a decisive investment factor worldwide.
By encouraging carbon-free energy usage, Uttar Pradesh aims to attract environmentally conscious investors while supporting India’s broader climate commitments. The strategy also gives the state a competitive advantage as companies increasingly prioritizes low-emission digital infrastructure.
Proposed investments include projects from major investors such as AM Green, Trifecta Connex, Essar, Groo Energy, Golden State Capital, Mapletree, CtrlS, and Nxtra, among others.

Uttar Pradesh’s evolving data center strategy reflects a carefully planned attempt to become a national leader in AI, cloud computing, and digital infrastructure. With substantial investments already approved, major projects under construction, and a new policy focused on sustainability and AI, the state is building a long-term foundation for economic transformation. If execution matches ambition, Uttar Pradesh could become one of the defining engines of India’s digital economy by 2030.
