India Mourns Qatar’s Visionary Father Amir

India Pays Tribute with National Mourning

India observed a one-day national mourning on July 13 following the death of Qatar’s former Amir, Sheikh Hamad bin Khalifa Al Thani, reflecting the depth of bilateral ties between the two countries. Prime Minister Narendra Modi expressed heartfelt condolences, describing the late leader as a “visionary leader” who transformed Qatar into a prosperous nation and a “true friend of India.” As part of the official tribute, the Government of India ordered the national flag to be flown at half-mast on government buildings and suspended official entertainment, while a high-level condolence delegation, led by Union Minister Kiren Rijiju, was designated to convey India’s sympathies in Doha.

A Leader Who Transformed Qatar

Sheikh Hamad bin Khalifa Al Thani, who passed away at the age of 74, served as Qatar’s Amir from 1995 until his voluntary abdication in 2013 in favour of his son, Sheikh Tamim bin Hamad Al Thani. Even after stepping down, he remained an influential national figure as the “Father Amir.”

His reign marked a defining phase in Qatar’s modern history. Under his leadership, the country leveraged its vast natural gas reserves to build one of the world’s strongest economies, expanded the reach of its sovereign wealth investments, and emerged as a significant diplomatic player in regional and global affairs. The establishment of Al Jazeera transformed the media landscape in the Arab world, while Qatar increasingly positioned itself as a mediator in international conflicts and negotiations. These initiatives elevated the Gulf nation’s global profile far beyond what its geographical size might suggest.

Why India’s Response Matters

India’s decision to declare national mourning goes beyond ceremonial protocol. It reflects the strategic importance of Qatar in India’s foreign policy and acknowledges Sheikh Hamad’s role in strengthening bilateral relations over nearly two decades.

Qatar remains one of India’s key energy partners, supplying a substantial share of the country’s liquefied natural gas requirements. Energy security continues to be a cornerstone of the relationship, making political trust between the two nations particularly significant.

Equally important is the presence of a large Indian expatriate community in Qatar. Hundreds of thousands of Indians contribute to Qatar’s economy while maintaining close social and economic links with India. During Sheikh Hamad’s tenure, the Indian community expanded considerably, supported by stronger economic engagement, trade, and labour cooperation. India’s swift expression of solidarity reassures this diaspora that their welfare remains a diplomatic priority.

The response also reinforces India's broader engagement with the Gulf region. Respectful diplomatic gestures during moments of national grief strengthen mutual confidence, preserve goodwill, and ensure continuity in cooperation across sectors such as energy, trade, investment, infrastructure, and workforce mobility.

A Legacy That Extends Beyond Qatar

Sheikh Hamad’s legacy lies not only in transforming Qatar into an economic powerhouse but also in crafting an influential foreign policy based on diplomacy, mediation, strategic investment, and soft power. His vision reshaped Qatar’s global standing and laid the foundation for enduring partnerships, including with India.

A Tribute Beyond Protocol

India’s decision to honour Sheikh Hamad bin Khalifa Al Thani with a National Day of Mourning is both a tribute to an influential statesman and a reaffirmation of the enduring India-Qatar partnership. By combining diplomatic protocol with genuine respect, New Delhi has underscored the importance it places on trusted partners, regional stability, and long-term strategic cooperation. As Qatar continues under its current leadership, the goodwill nurtured during Sheikh Hamad’s era remains a strong foundation for expanding bilateral ties in the years ahead.
