Odisha has approved 19 industrial investment proposals worth ₹3,280.58 crore, with the projects expected to create 10,661 employment opportunities across manufacturing, services, tourism and the emerging biofuel sector. The approvals at the 150th State Level Single Window Clearance Authority (SLSWCA) meeting underline the state’s continuing effort to attract investment while expanding its industrial base beyond traditional mining and metals.
Industrial Investment in Odisha Enters a Broader Phase
The SLSWCA meeting, held on September 29 and chaired by Chief Secretary Anu Garg, cleared projects spanning textiles, technical textiles, food processing, steel downstream, global capability centres, biofuel, chemicals, plastics, circular economy and tourism.
This sectoral diversification is significant because it combines Odisha’s established industrial strengths with newer activities focused on value addition, local supply chains and employment generation.
Biofuel Projects Lead New Investment Push
The largest individual investment comes from Indian Oil Corporation Limited, which will invest ₹960 crore in compressed biogas facilities with a combined capacity of 39,600 tonnes annually across eight districts: Balasore, Balangir, Bargarh, Ganjam, Kalahandi, Keonjhar, Mayurbhanj and Subarnapur. The project is expected to generate 760 jobs.
Another compressed biogas project by Kineta Global Limited involves ₹170 crore in Ganjam and is projected to create 170 employment opportunities.
Together, the proposals point towards greater utilisation of agricultural waste and the development of decentralised clean-fuel infrastructure.
Textiles Bring Strong Employment Potential
Textiles and technical textiles form another important part of the investment package.
· Dollar Industries: ₹125 crore integrated hosiery unit in Khordha, expected to employ 1,185 people.
· Sai Workwear Private Limited: ₹59 crore technical-textiles project in Puri, projected to create 3,650 jobs.
· The latter will manufacture apparel, fire-retardant workwear and protective materials.
These projects could strengthen Odisha’s position in labour-intensive manufacturing, although their employment potential will depend on skills, logistics and timely execution.
Food Processing and Steel Downstream Expand
Food processing proposals include a ₹120-crore snacks and savouries facility in Khordha and a ₹100-crore food and confectionery co-packaging unit in Cuttack.
The steel-downstream sector received three approvals worth approximately ₹350.81 crore, covering structural steel, fabrication, machining, sheets and related components. Such investments can help the state move further from raw-material production towards finished and semi-finished products, increasing industrial value addition within Odisha.
Tourism And Services Add Regional Depth
The approvals also extend into knowledge-based services and tourism. Tata Power’s ₹54.31-crore Global Capability Centre in Khordha is expected to generate 110 jobs.
Five hotel and resort projects account for ₹767 crore across locations including Ganjam, Puri, Jharsuguda and Koraput. Together, the tourism projects are expected to generate more than 1,600 jobs, potentially supporting local services and regional economies.
Investment Approvals Must Now Become Ground-Level Growth
The 150th SLSWCA approvals demonstrate the scale and diversity of Odisha’s investment pipeline, but approvals represent proposed investment rather than completed expenditure. Land availability, financing, environmental permissions, infrastructure and timely construction will determine whether the projected 10,661 jobs materialise.
If execution matches approval, the latest projects can strengthen Odisha’s diversification, expand value-added manufacturing and distribute economic opportunities across more districts. The real measure of the 150th SLSWCA milestone, therefore, will be the transition from approved proposals to operational projects and sustained employment.
