Critical Stocks Raise a Familiar Warning
India’s power sector is confronting a familiar monsoon challenge: coal production may be strong nationally, yet individual power plants can still face dangerously thin inventories. Government data as of August 25 showed 45 coal-fired power plants with critically low coal stocks, up from 31 at the end of July. The episode highlights a crucial weakness in India’s electricity system—adequate national supply does not automatically translate into reliable plant-level availability.
45 Plants Face Critical Coal Shortages
Of the 45 plants classified as critical, 40 depend on domestic coal. Under government norms, a plant becomes critical when stocks fall below 25% of the prescribed requirement or are sufficient for fewer than three days of generation.
Aggregate stocks at power plants reportedly fell about 19% from the end of July to 30.95 million tonnes by August 25, equivalent to roughly 10 days of operating requirements.
This does not necessarily indicate an imminent nationwide electricity crisis. The bigger concern is uneven distribution. Plants with limited inventories can be forced to reduce generation or seek urgent coal supplies even when national stocks appear comfortable.
The Power Ministry has reportedly asked some generating stations to defer scheduled maintenance while the fuel situation remains tight. Although this keeps more generating capacity available during periods of high demand, prolonged postponement can create a different reliability risk if equipment runs beyond planned maintenance cycles.
India’s Power System Still Runs on Coal
Coal remains central to India’s electricity security because it provides dispatchable generation, particularly after sunset when solar power declines but demand can remain high.
India has substantial domestic resources, with 400.715 billion tonnes of geological coal resources recorded as of April 1, 2025. Production has also reached record levels. India produced 1,047.523 million tonnes in FY2024-25, while Coal India and its subsidiaries accounted for 781.07 million tonnes.
Yet production is only the first stage. Coal must move efficiently from mines to railway sidings, through transport corridors and finally into plant stockyards. A bottleneck anywhere along that chain can create a shortage at a generating station.
Why the Monsoon Creates a Double Challenge
The current situation demonstrates the unusual interaction between rainfall and electricity demand. India had received below-normal cumulative rainfall by August 25, increasing reliance on thermal generation in some regions. At the same time, intense local rainfall in coal-producing areas can disrupt mining, loading, roads and railway movement.
This distinction is important: a national rainfall deficit can coexist with extreme local downpours that disrupt coal logistics.
The weaker monsoon outlook also matters because reduced rainfall can affect hydropower generation, potentially placing additional pressure on thermal plants. Reuters reported that India was heading towards one of its weakest monsoons in decades as El Niño strengthened.
The Real Vulnerability Is Logistics
Imported coal offers some relief, particularly for plants designed to use it, but it cannot provide an instant nationwide solution. International prices, shipping schedules, currency movements and transportation costs limit how quickly generators can substitute imports for domestic supplies.
The immediate priority should therefore be better pre-monsoon stockpiling, stronger rail coordination, mine-to-plant logistics planning and plant-specific inventory norms.
Coal Security Must Evolve Beyond Production
The latest shortage is a reminder that India's energy security cannot be measured simply by tonnes mined. The real test is whether coal reaches the right power station at the right time and in sufficient quantity.
As renewable energy expands, coal’s long-term dominance may decline, but until storage, grid flexibility and alternative firm generation scale significantly, thermal power will remain indispensable. India therefore needs to treat coal logistics as critical energy infrastructure. A resilient electricity system requires not merely more coal, but a supply chain capable of surviving the monsoon’s most unpredictable disruptions.
