Big Bets on Books: Delhi Budget Puts Education Front and Centre

A High-Allocation Start

The Delhi Government, under Chief Minister Rekha Gupta, has unveiled its 2026–27 Budget with a strong emphasis on education, allocating ₹19,148 crore to the sector—one of the largest in recent years. Out of a total ₹1.03-lakh-crore budget, this substantial share signals a strategic push to expand access, modernize infrastructure, and improve equity across schools and higher education institutions. The focus is not merely on spending more, but on reshaping how public education functions in the capital.

Digital Transformation: Classrooms Go Smart

A key highlight of the budget is the digital overhaul of classrooms. Around ₹150 crore has been earmarked to equip 8,777 classrooms with smart boards and related technology. This is part of a broader roadmap that includes plans to develop nearly 21,000 smart classrooms by 2029–30.

This shift aligns with the goals of National Education Policy 2020, aiming to make learning more interactive and student-centric. Digital classrooms are expected to enhance engagement, especially in STEM subjects, while also bridging disparities in access to quality teaching tools. Over time, such investments could improve learning outcomes and prepare students for a technology-driven future.

Expanding Capacity: Schools and Colleges

The budget also prioritizes physical infrastructure. The proposal to establish 10 new Kendriya Vidyalayas is significant, given their reputation for academic excellenceThese schools will help ease pressure on existing institutions while offering more students access to high-quality public education.

In higher education, the focus shifts to capacity building in critical sectors like healthcare. Plans to expand medical colleges and increase MBBS/BDS seats reflect an attempt to address both educational demand and workforce shortages. By strengthening the pipeline of trained professionals, the government is linking education policy directly to long-term public service needs.

Equity and Inclusion: Beyond Infrastructure

A notable aspect of the budget is its emphasis on inclusion. Financial assistance schemes for SC, ST, and OBC students—covering tuition, coaching, and related expenses—have been retained and reinforced. These measures aim to tackle the socio-economic barriers that often lead to dropouts.

The approach reflects a broader understanding that infrastructure alone cannot ensure educational success. By combining direct financial support with institutional expansion, the government is attempting to improve retention and participation among marginalized groups. This layered strategy is crucial in a diverse city like Delhi, where disparities in access and opportunity remain pronounced.

Building a Future-Ready Education System

Delhi’s education-focused budget represents a comprehensive effort to modernize and democratize learning. From smart classrooms to new schools and expanded higher education, the initiatives address both immediate gaps and long-term needs. However, the real challenge lies in execution—ensuring that investments translate into measurable improvements in quality and access. If implemented effectively, this blueprint could not only strengthen Delhi’s public education system but also serve as a model for urban education reform across India, balancing innovation with inclusivity.
