Ukraine Seeks Deeper Partnership with India

Ukrainian President Volodymyr Zelenskiy on Wednesday expressed hope that closer relations and joint initiatives with India would make both countries stronger, underscoring the growing importance Kyiv attaches to its engagement with New Delhi. His remarks came after a meeting with Prime Minister Narendra Modi on the sidelines of the G7 Summit in Evian, France, where the two leaders discussed avenues for expanding bilateral cooperation. Describing the relationship as one with “great potential,” Zelenskiy emphasized the need to give greater substance and momentum to collaborative projects across multiple sectors.

The meeting reflects Ukraine’s broader diplomatic effort to deepen ties with influential countries beyond its traditional Western partners while positioning India as a key stakeholder in its long-term economic and strategic future.

A Relationship Shaped by Changing Geopolitics

India and Ukraine established diplomatic relations in January 1992, shortly after India recognized Ukraine’s independence following the dissolution of the Soviet Union. Over the past three decades, the relationship has evolved steadily through cooperation in trade, agriculture, pharmaceuticals, education, science and technology.

The bilateral partnership gained renewed attention in August 2024 when Prime Minister Modi became the first Indian Prime Minister to visit Ukraine since diplomatic ties were established. That visit marked a significant milestone, with both countries committing to strengthen cooperation based on mutual trust, respect and openness.

Since Russia’s full-scale invasion of Ukraine in February 2022, Kyiv has increasingly sought to broaden its diplomatic outreach and build stronger partnerships with countries across AsiaAfrica and Latin America. In this context, India has emerged as a particularly important partner due to its global influence, economic scale and independent foreign policy.

Why India Matters to Ukraine

Ukraine’s outreach to India is rooted in both strategic and economic considerations. India has maintained a balanced position on the Russia-Ukraine conflict, consistently advocating dialogue, diplomacy and a peaceful resolution while preserving ties with both Moscow and Kyiv.

For Ukraine, engagement with India offers an opportunity to connect with one of the world’s fastest-growing major economies and a leading voice of the Global South. As reconstruction planning increasingly becomes part of Ukraine’s long-term agenda, partnerships with countries possessing strong technological, industrial and developmental capabilities are expected to play a crucial role.

India’s growing global profile and its ability to engage diverse geopolitical blocs make it an attractive partner for a country seeking to diversify international support and investment channels.

Areas of Expanding Cooperation

Several sectors offer significant scope for collaboration between the two countries. Trade and commerce remain central, particularly in agriculture, pharmaceuticals and defence manufacturing.

Technology is another promising area. India’s expertise in digital public infrastructure, including large-scale digital governance systems, could provide valuable lessons for Ukraine’s modernization and reconstruction efforts. Similarly, cooperation in manufacturing, industrial development and innovation can contribute to rebuilding critical sectors of the Ukrainian economy.

Green energy also presents opportunities for partnership, with both countries exploring renewable energy solutions and sustainable development pathways. Education, research collaboration and student exchanges could further strengthen people-to-people ties and create long-term institutional linkages.

Strategic Significance of the G7 Meeting

The Zelenskiy-Modi interaction highlights a broader geopolitical reality: Ukraine increasingly recognizes the importance of engaging influential Global South nations alongside its Western allies. For India, the meeting reinforces its role as an independent diplomatic actor capable of maintaining constructive relations across competing geopolitical camps.

The dialogue also signals the possibility of deeper cooperation in areas that extend beyond the immediate conflict and focus on future economic resilience and development.

Building a Partnership Beyond the Crisis

The meeting between Zelenskiy and Modi reflects a relationship that is gradually moving beyond diplomatic engagement toward practical cooperation. As Ukraine navigates the challenges of war and eventual reconstruction, India’s experience in technology, development, healthcare and infrastructure could prove valuable. For India, closer ties with Ukraine align with its broader vision of constructive global engagement. If translated into concrete projects and sustained collaboration, the partnership could emerge as a meaningful pillar of both countries’ long-term strategic and economic aspirations.
